Angola – Local authorities disrupt civil society event organised by NGO OMUNGA

On 9 November 2011, local authorities in Benguela suddenly withdrew their support and disrupted an arts and culture event organised by the NGO OMUNGA that was scheduled to start the following day. OMUNGA is a human rights group based in the province of Benguela that promotes street children rights, children and youth protagonism, community and civil education. Along with other organisations and with the support of Lobito Municipal Administration and the Benguela Provincial Board of Culture, OMUNGA had scheduled to launch the 1st International Urban Culture and Arts Gathering OKUPAPALA, on 10 November 2011. OKUPAPALA is a social-cultural gathering intended to empower vulnerable and marginalised communities by promoting their freedom of expression and participation in society.

On 9 November 2011, Benguela's Cultural Provincial Director informed the organisers that areas previously approved to host OKUPAPALA were no longer available for this purpose. The gathering co-organised by the NGO OMUNGA also suddenly lost the right previously granted to use Lobito Municipal Administration facilities and a hall at Jose Samuel do 27 de Marco School. The news came as a surprise since the event was going to open the following day, had been planned with the support of the authorities, and international and national guests were expected.

Furthermore, on 10 November, at 5 pm, an activity from OKUPAPALA started at the football field next to the abovementioned school. Reportedly, at 7.30 pm, two people started throwing stones at the participants and ten minutes later the 2nd Municipal Commander of police arrived at the scene and ordered that the event should immediately end due to security concerns.

On 11 and 12 November, the police intervened again and forcibly interrupted two OKUPAKALA events that were taking place in different parts of the city, namely Damba Maria and Catumbela. The organisers then transferred the event supposed to take place in Catumbela to another location, but the police contacted them and ordered not to continue with the event. It is also been reported that at least three sponsors decided to completely and unconditionally remove their support to the national and international participants of OKUPAPALA after being pressured by the local government. Furthermore, it is reported that invited guests have also received pressure to withdraw their participation.

OMUNGA has a history of harassment by the authorities. Its coordinator Jose Patrocinio has faced threats and intimidation. In March 2010, the authorities blocked a protest organised by OMUNGA against housing demolitions and evictions in Benguela. In April of the same year, Jose Patrocinio was detained at the airport in Luanda.

Front Line believes that the disruption of OMUNGA activities is directly related to the organisation's work in the defence of human rights, particularly its peaceful intention to launch OKUPAPALA.

Front Line urges the authorities in Angola to:

1. Immediately halt any actions aimed at further disrupting the activities of the NGO OMUNGA and more specifically the gathering OKUPAPALA;

2. Communicate to the OKUPAPALA's organisers the specific reasons behind the sudden withdraw of support;

3. Cease any acts of harassment against the NGO OMUNGA and particularly its coordinator Jose Patrocinio;

4. Guarantee in all circumstances that all human rights defenders in Angola are able to carry out their legitimate human rights activities without fear of reprisals and free of all undue restrictions.

Angola - Intervenção das autoridades locais contra evento da sociedade civil organizado pela ONG OMUNGA

No dia 9 de novembro de 2011, autoridades locais em Benguela retiraram seu apoio à um evento de arte e cultura co-produzido pela ONG OMUNGA, que estava agendado para começar no dia seguinte.

A OMUNGA é uma organização de direitos humanos sediada na província de Benguela que promove o direito de crianças de rua, o protagonismo das crianças e jovens, além da educação civil e comunitária.

Junto com outras organizações e com o apoio da Administração Municipal de Lobito e Direção Municipal de Cultura, a OMUNGA havia agendado para iniciar no dia 10 de novembro de 2011 o 1o Encontro Internacional de Artes e Culturas Urbanas – OKUPAPALA. O OKUPAPALA é um encontro socio-cultural com a intenção de apoiar comunidades vulneráveis e marginalizadas através da promoção de sua liberdade de expressão e participação na sociedade.

No dia 9 de novembro de 2011, o Diretor Provincial de Cultura de Benguela anunciou que áreas anteriormente aprovadas para sediar atividades do OKUPAPALA, foram suspensas. O encontro coproduzido pela ONG OMUNGA perdeu o direito adquirido anteriormente de utilizar o espaço da Administração Municipal de Lobito e uma sala da escola José Samuel do 27 de Março. A notícia foi uma supresa visto que o evento iria começar no dia seguinte e contava com a presença de convidados nacionais e internacionais.

No dia 10 de novembro, às 17:00hrs, uma atividade da OKUPAPALA começou no campo de futebol junto da escola mencionada anteriormente. Foi relatado que às 19:30hrs, dois indivíduos começaram a jogar pedras nos participantes e 10 minutos depois o 2o Comandante Municipal da polícia do Lobito chegou no lugar e tentou acabar com o evento, argumentando que não havia segurança.

Nos dias 11 e 12 de novembro, foi relatado que dois espetáculos marcados para acontecer em lugares diferentes da cidade, um em Damba Maria e outro em Catumbela, foram impedidos de acontecer pela policia nacional. Como resposta os organizadores transferiram o último show para outra localidade, mas eles foram novamente contactados pela polícia pedindo que terminassem com a atividade. Também foi relatado que ao menos 3 patrocinadores do evento decidiram retirar completa e incondicionalmente seu apoio aos participantes nacionais e internacionais, depois de serem influenciados pelo governo.

A Front Line acredita que a intervenção das autoridades contra a OMUNGA está diretamente relacionada ao trabalho da organização em defesa dos direitos humanos, particularmente em sua intenção pacífica de lançar a OKUPAPALA.

A Front Line solicita as autoridades de Angola à:

1. Imediatamente suspender os atos de intervenção contra a ONG OMUNGA e mais especificamente, contra o encontro OKUPAPALA.

2. Comunicar aos organizadores do OKUPAPALA as razões específicas por trás da retirada de apoio.

3. Tomar medidas para garantir a integridade física e psicológica e a segurança dos organizadores e participantes do OKUPAPALA.

4. Garantir em todas as circunstâncias que os defensores dos direitos humanos em Angola sejam capazes de executar suas atividades legítimas e pacíficas de direitos humanos, sem medo de represálias e livre de qualquer restrição.
