ANGOLA NO MECANISMO UPR DAS NAÇÕES UNIDAS

Durante esta semana, Angola foi revista na 7.ª sessão do Conselho de Direitos Humanos no âmbito do mecanismo de Revisão Periódica Universal (UPR).

Uma delegação da sociedade civil angolana, representando as 10 organizações e associações que apresentaram um relatório paralelo conjunto, esteve em Genebra a acompanhar os trabalhos.

NOTA DE IMPRENSA

A delegação da sociedade civil angolana, presente na 7ª Sessão da Revisão Periódica Universal (RPU) no Conselho dos Direitos Humanos, congratula-se com a recepção com que foi brindada na Embaixada de Angola junto à Missão Permanente das Nações Unidas em Genebra (Suiça), e saúda de igual modo o nível elevado da representação governamental angolana participando na sessão da Revisão Periódica Universal.

Das recomendações da RPU publicadas no relatório preliminar, a delegação angolana da sociedade civil solicita que o Estado angolano aceite sem reservas e implemente sobretudo as seguintes:

1. Aderir aos Tratados Internacionais por ratificar, nomeadamente: O Segundo Protocolo Facultativo do Pacto dos Direitos Civis e Políticos; O Protocolo Facultativo dos Direitos Económicos, Sociais e Culturais; A Convenção sobre Pessoas com Deficiência e o seu Protocolo Facultativo; A Convenção contra a Tortura, Tratamentos Cruéis ou Degradantes e o seu Protocolo Facultativo; a Convenção Internacional de Protecção contra Desaparição Forçada e a Convenção Internacional sobre a Protecção dos Direitos de Trabalhadores Migrantes e seus Familiares.
2. Facultar um convite aberto aos Relatores Especiais das Nações Unidas durante o período de implementação das recomendações, dando prioridade aos seguintes: Os Relatores Especiais sobre Habitação Adequada; Independência dos Juízes e Advogados; Defensores dos Direitos Humanos; Liberdade de Expressão e Detenção Arbitrária.

Além disso, sugerimos que o Governo angolano crie espaços de interacção e diálogo aberto e inclusivo com os actores da sociedade civil na implementação das recomendações e a sua monitoria, até a próxima Revisão Periódica Universal de Angola em 2014.

PRESS RELEASE

The Angolan civil society delegation present for the 7th session of the Universal Periodic Review (UPR) of the Human Rights Council welcomed its reception by the Angolan Embassy and the Permanent Mission of Angola to the United Nations in Geneva, as well as the high level of the Angolan government’s participation during the UPR session.

Of the UPR recommendations published in the draft report of the review the Angolan civil society delegation calls on the government to accept, without reservation, and implement the following in particular:

1. To accede to and ratify the following international instruments: The Second Optional Protocol to the International Covenant on Economic, Social and Cultural Rights; The Optional Protocol to International Covenant on Economic, Social and Cultural Rights; the Convention on the Rights of Persons with Disabilities and its Optional Protocol; The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and its Optional Protocol; the International Convention for the Protection from Enforced Disappearance and the International Convention on the Protection of the Rights of Migrant Workers and Their Families.
2. Provide a standing invitation to the United Nations Special Rapporteurs during the follow-up of the review, giving priority to the following: the Special Rapporteurs on Adequate Housing; on the Independence of Judges and Lawyers; on Human Rights Defenders; on Freedom of Expression, and on Arbitrary Detention.

Moreover, we suggest that the Angolan government create a space for interactive, inclusive and open dialogue with civil society actors for the implementation of the recommendations and its monitoring, until the next Universal Periodic Review of Angola in 2014.
